The Committee are however glad to be able to place on
record their appreciation of the manner in which the present Harbour Master has shown himself ready to modify the regu-
lations when it has been demonstrated that this might
reasonably be done, without detriment to the general good
of the Colony.
The Committee of the Thamber regret that so serious a
charge should have been brought against the Harbour Master,
but based apparently upon imperfect knowledge of facts,
they feel confident that the Shipping Community will una- nimously endorse what they have said with regard to this
Official.
It may not be out of place to point out that the c.ses now goted by the Merchant Shipping Quild in support of their contention that the local Authorities do not render suffi-
cient assistance and encourarement bo British Shipping cannot have any reference to the Harbour laster's Offico.
The "Wing Chai" case with. which we are nou dealing
was it is true tried before Captain Barnes-Lawrence, but those of the two steam launches and of the "Oscar II" were
taken to the Police Magistracy, a Court over which my Tommittee understand the Harbour Master has no jurisdiction.
It is proposed to rublish this correspondence with che
Chamber's Vinubes in the usual manner, unless diere is hy
objection on behalf of the Government co this being done.
